You can't create a successful volleyball team from one morning to the next; is impossible to think if you are starting as a coach in a new high school or not necessarily in a school any other kind of team and you will have a team done and ready to win tournaments, time is needed and the first thing to do is to have the team goals and in what time star the process, this means that you will start to meet the players, see how the team works and begin the changes on the team to turn it into your philosophy and improve it.
Not all coaches have the same philosophy or idea of how a volleyball team should work and play that is why the process are so important, if a team is constantly changing players and coaches their never going to have a basic base of the players of the team or a clear idea of work or which are exactly the goals they need to follow if that happens the team won't be able to develop a game style and have their own way to work.
That is how a process works to have an idea and follow it, see the opportunities, players and the resources available for the work of the team, coaches need to have a clear idea of what is the purpose of the season for the team, be champions, give continuity to the younger players, test several players to create a base team or as simple as end up in the first positions or avoid the bottom of the table.
Practice and get to know the players, advantage and weaknesses of the players, which positions are lacking of players, also talk and ensure everybody knows how is the way the team is going to play every match and the responsibilities of each teammate, basically the first season with the team is to learn the play idea and maintain consistency as much as they can in every game, but also make a little experimentation with several players to open possibilities.
After this if new players get into the team, you shouldn't change the game you should do exactly the opposite, find the way to adjust these new players with the project you are working on, and teach them how to play and understand the way the team is used to play, some team just want to start a team and have solve all troubles, but it needs time to work all of these aspects and others but those the coaches are going to see them eventually playing with another teams and winning experience in tournaments.
